Prior to UGA, Parman served as Associate Director for Compliance at Virginia Tech for four years. During his time at Virginia Tech, his primary responsibilities included serving as the lead contact for recruiting, personnel, amateurism, and initial eligibility. He also assisted with incoming transfer evaluations for all sports.
Parman joined Virginia Tech after serving as the Assistant Director of Compliance at Arkansas State University for two years monitoring Bylaws 11, 12, 13, 14 and 17 while also implementing a new rules education program. Prior to his time at Arkansas State, Parman was a graduate assistant at the University of Kansas.
Parman is a graduate from the University of Tennessee at Chattanooga and earned his Master of Science in Education at the University of Kansas. He is married to the former Kelsey Holt. They reside in Athens with their lab Penske.
